Activity codes query

I know there are some codes which can't be deleted because the system claims it needs them when you try and get rid. However I've been trying to slim our codes list down so tried deleting some of these from FLDS.dbf. But when I go back into Utility Manager to check, it recreates them. Suggests to me that these codes are stored in two places. Anybody know where/how?

Examples for us are those codes related to Download, which we don't have in the UK.
