Title: TAM 10.5 - old certs added back
Post by: JohnGage on September 01, 2010, 09:57:01 AM
Applied put the now outdated certificate forms back in v10.5 on Monday 8/30.  They did not (likely due to architecture limitation) add the ability for the agency to limit which version of the form users have access to.  Internally we are deciding which version to upgrade to this weekend, 10.4 or 10.5.  After all the dialog about how the new forms were there to protect the agency why would I want 10.5?

I looked at the changes in 10.5 yesterday and it was much thinner than I expected. It was intended as a forms update, which it did, but the forms they updated are mighty thin - essentially just state-specific ancillary supplements or FAIR-plan type applications. None that I need. Unless I hear of items that aren't documented in it, I'll stay pat on 10.4.

I'm staying on 10.4. Things are working just fine

I would imagine that it would at most be a system wide security setup option to use the old form.    I had heard earlier that Applied was only going to make it viewable with old Certs.

Technically, we are not allowed to use the old form any longer.   The Accord rules prohibit it 12 months after a new form replaces it.

A big feature in 10.5 was some updated forms that Candaian users needed by today.  This is why it looks thin to those of us south of the border.  I alos think that Applied was under a lot of pressure from users in those States that didn't require the latest Cert edition dates to allow use of the outdated forms.

Quote from IIA on why you can not use the old form:

"This notice includes two important directives. First, only the most current version of their forms should be used. ACORD's licensing agreement permits an older version of a form to be used for up to a year from the time the new version is introduced. This is to allow automation vendors time to update their systems. While agents are urged to begin using the new forms immediately upon release, the licensing agreement forbids the use of older editions of forms beyond that one-year grace period."

I'm still trying to figure out how Applied can get away w/ adding outdated ACORD forms.  You'd think ACORD would have something to say about this.

I'm trying to put off an upgrade to 10.5.  We fought an uphill battle to be compliant and use the correct forms, it seems counter productive to then present our employees w/ the option of choosing the path of least resistance.

I haven't heard the latest, but Acord does have something to say about it. I don't know Applied's long-term plan about the form. I don't think that the issues have been near what they were feared to be and I'm sure Applied felt a bit caught in the middle. I didn't mind if they were going to be able to show the older form for issued certs in order to reproduce what had been issued, but was disappointed that its available for normal use.

I went to Booth's session of E&O and the Certs at TENcon.

He did not know that Accord withdraws licensing of an old form 12 months after being superseded and I expect many others including Applied don't know either.   His main point is that more and more states are considering it an "approved" form rather than just a filed form and therefor you will be required to use it for that reason.

Supposedly, the official reason Applied now includes it as an option is so that if you get a request and have to "reconstruct" the old form you had sent earlier for an audit or need it for another reason, you can duplicate the old form.    On 10.4, you can only create or print a new form.

Hopefully Applied will soon add security into the system so a producer or his CSR can not print a cert on the old form just because they are requested.

EPIC keeps a copy of every cert as it goes out so you wouldn't need to recreate it.

FAX advantage also keeps an image of the old cert.

Yeah, we ran into that issue on Day 0 of running TAM 10.4.
