So in case you haven't had it come up - or maybe you have and you're like wtf... currently there is an issue with some Outlook clients constantly re-prompting for login credentials. I've only seen it in like 10 users out of about 200 so it's not widespread. Only work around seems to be turning on Modern Authentication for your tenant and disabling the basic authentication if you're able to.
