You can set the Custom dec for Summary of Insurance in the same area you make them (Policy Maintainence/Install Policy Types).  When you select "DEC" a menu  pops up and "Define Summary of Insurance" is one of the options.

I am actually trying to find a way to "copy the custom dec" and send it to another TAM user so they don't have to make it...  They would just have to install it.  Dont' know if that is possible though.
