You ARE aware Windows 7 is officially out of service as of 1/14/2020 and not getting any new updates, correct? It might make more sense to bite the bullet, wipe it and start with a new fresh Win10 install. As far as I know, Microsoft is still allowing Win7 product keys to be updated.

Despite being a 64 bit OS, up until very recently it was recommended to do a 32-bit Office install as all the plugins and integrations have to match it, which is likely causing your issue. I know when we were on Vision, it was hard-coded to query Outlook, so even if you didn't have it installed, it would error. Extremely poor programming.

What does one do if the machine continuously downloads/reinstalls the same Windows updates?  This issue is independent of the other problem (it started much later in time) but I turned off  the auto-update so the machine isn't always in need of rebooting and completing installations.  Win7 is out of support date now anyway.
