Outlook 2010 unable to click links

I have a user who is getting the following message when trying to click on hyperlinks w/in an email message. the message is: "This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator."
I went to microsoft and found the article that said to reset internet explorer settings and I did that, but did not include the personal info because he didn't want to lose his saved passwords. Needless to say it didn't work. There has to be a specific setting I can change for this? As of now I've been unable to find it. Does anyone have any suggestions? Thanks!

Thanks Jan! I found those links as well. I was hesitant to run the microsoft "fix it" tool, but I did and now he is back clicking away. Thank you for your help.

Lynn - I know the fear of not being able to "unclick"!  Glad it was a simple fix.
