Windows 7 display problem

I have a Windows 7 computer that is acting very strangely.  When the user came in this morning it came up with a black desktop, see first image attached. It should be set to Windows Classic.  If I go into Personalization then I get the second screen shot. Not matter which selection I make I cannot get it back to normal.
If I log onto that computer as a different user then the display acts as normal.  If I log on as that user at a different Windows & machine then everything looks to be normal.
I've tried deleting and recreating the local user but that doesn't fix the problem.
There doesn't appear to be a virus or malware running.
Any idea what I should try next?

OK - I tried a system restore and that seems to have fixed it.
